When looking over my constitution as the council was getting elected, I noticed it's nowhere near airtight, nor did it properly respect the rights of individual cities.

Highlights:
Article VII is all new. It gives cities autonomy, as long as they respect the laws set forth by the nation itself.
Article II has been changed quite severely. I wrote the constitution expecting one large city, so I only outlined 7 members. I removed that cap, and instead opted for a cap of 1 member per seven people, per city. There can be no more then 7 members from a city.
Article IV now respects the laws of individual cities. They may enforce their own laws on local criminals, but criminals that have commited crimes across borders or whom are of international attention, must be brought to and prosecuted by the council.
Article VIII Subsection 1 now allows for the definition of property. Thanks to the totally different towns we have, it leaves property rights up to the local government to define.
I also cleaned up my shoddy grammar, removed all the (Insert name here)s, and generally made it prettier looking.
I urge you to ratify it and stuff, council.
