Urist McCuggán's efforts within the last few years have been so well received by Urist Erar that even more authority has been shifted to the poor governor's shoulders. With public dissent over the King's laziness steadily increasing, Urist McCuggán considers the establishment of a system that will pacify the nobles a priority. Without the King's leave, McCuggán has begun to establish a system under which the word of all of noble status may directly affect the governance of their outposts (Democracy), while the individual outposts will remain ultimately under the King's control (City State Republic)
