Policymakers and thinkers in the Sovereignties have been advancing ideas of law and governance for many years now. With new ideas of effective governance constantly circulating within all layers of Sovereignties bureaucracy, pressure is on the Sovereign Orator to modernize Sovereignties political organization. Applying ideas of proper representation of constituents to the current loose coalition that is the Sovereignties, Sovereign Orator Ciado has established a council composed of the Sovereigns of each of the Sovereignties, which will serve as a counterpart to her executive authority. With the establishment of a Representative Council within the Sovereignties, the state has become a City State Republic.

The Sovereignties adopt the City State Republic policy
