Expedition into the Southern Lands

Forces from the three Sovereignties pressed south from Vermilion Flower State. The party reported heavy loss of life, after encountering several highly fortified and aggressive encampments of lowland Kobolds. However, the expedition also reported making contact with a group of civilized peoples, claiming to be from Iaoai. The expodition turned northward after hitting Iaoai, ending up at the southern reaches of the Chakat Sovereignty. The expedition also reported a large number of Sovereignties-friendly Neetooh villages in the central lowland regions.

Establishing the Fourth Sovereignty

Many villages of Neetooh were discovered by the Sovereignties exploration force, and fortunately the Neetooh are more than willing to submit to local authority. Knowing this, Sovereign Orator Ciado authorized the construction of a new Sovereign Capital, to be named Joara in accordance with Neetooh naming convention. Joara is to be designated as the capital of the Souther Sovereignty, which will have a Neetooh majority. Viune, a Tei vokrai, was appointed as the acting leader of Joara and the Southern Sovereignty.

Standing Army Retraining

After the heavy losses incurred by the exploration force, the Sovereign Orator has authorized payment to the three Sovereignties, so that they may retrain their forces. (150 gold for 1500 troops, current troops 1463)

Evolving Legal Systems

The three Sovereignties have been united for many years, and cooperation between the states was rarely an issue. However, the recent establishment of Joara caused some within the governments of the Sovereignties to worry about how cooperative new peoples and Sovereignties may be. Over several years, the Sovereign Orator tasked her advisers and staff with researching and consolidating the laws of the Sovereignties, so that a single Code of Laws may be administered within all new Sovereignties. Territorial Gains for the Sovereignties

Having vanquished several Kobald encampments and established Joara in the south, Vermilion Flower State and Chakat feel safe expanding their official borders southward. Several prime grazing areas were incorporated by Vermilion Flower State, while previously known sources of coffee and spice that had previously been beyond the administrative reach of Chakat where likewise incorporated.

Construction within the Sovereign Capitals

Keeping the people fed is the second most important part of running a state, second only to controlling the food. State owned granaries accomplish both. Using government funds, Sovereign Orator Ciado has authorized the construction of a Granary in every city, including the recently founded Joara. (200 total gold to construct 4 Granaries)
