[Vote] Invited Hjaltland as an observer state of the NEA

So after a ton of discussion in the previous vote thread, it became quite a burden to actually find the votes of each member state. So I would like to propose a re-vote regarding inviting Hjaltland into the NEA, however this time with a few modifications and things to consider including -

  • Instead of full membership, provisionally inviting Hjaltland as an observer state. This entitles the leaders (at the minimum) access to the sub with no mod privilleges and/or representative, and are unable to contribute to formal NEA votes. Additionally, the constitution will not be formally applicable to Hjaltland, and as such, assistance to Hjaltland will be purely voluntary.
  • Your vote should not be influenced by the topic of Grundeswald in any way, and should only be based critically on your state's analysis of Hjaltland as a growing town in the region. Membership was all that Hjaltland asked, and this is all we should discuss; the issue of Grundeswald was a political topic that should not have been brought up in the first place as it serves little to no relevance. If you have no critical opinion of Hjatland, I would suggest either a diplomatic visit to Hjaltland to experience it for yourself, or read up on past accounts of encounters from other members of the NEA in the previous thread. Lastly, I will update the main post with the decision made by each member state, hopefully this will allow for things to be more readable. As I am unsure whether Saraliana's position as an NEA member has been officially revoked yet or not, I will include them until told otherwise.

Outside the subject: We need to formally establish the voting process (i.e. a time limit for votes to be cast, and the requirements to successfully pass a vote) as the previous vote was very unorganized with lots of members not even casting a vote. Also if a mod can change invited to invite in the title, that'd be great. Thanks!
