Bringing Hjaltland into the NEA.

I stumbled upon Hjaltland recently. They claim they have 15 members, and are still growing.
I immediately offered a rail connection, which BlueSylvaer (one of the town ministers) accepted.
I also asked if Hjaltland would be interested in joining the NEA, which he said he'd discuss with the other ministers.
I'm not sure how the process works, but basically bring Hjaltland into the NEA?
edit: Hjaltland's ministers all agree.
