Refreshed Arcandria Claims + Government Statement

Hello and good afternoon, the Council of Arcandria has a few items on the agenda:
- Arcandria's claims (below) are now re-posted, as they were incorrect from December 18th on.
- In this post, as follows, here are the people authorized for foreign relations. As we are moving forward with our nation, we have had reports of person(s) making unauthorized diplomatic talks between our nation and other polities.

- Understand that, even though some of our PR's are not the best, we don't intend to act like it. I and my fellow peers intend to redeem ourselves during this period of time on Civ, and I hope that all that who read this will understand.
