The following is a statement from the Archduke of Pavia

As the Archduke of this exquisite nation, I know that together we sometimes find ourselves facing tough decisions, and that it’s my duly elected duty to drive Pavia on the correct course.

It has long been recognised that Pavia's claims are small, not just in comparison to our neighbours but in comparison to other countries that are Pavia’s economic, activity or developed-equals. Our landmass is one of the most developed claims for its size on CivMC, something which all Pavians should be proud of.

However within this lies a growing issue, the Pavia state faces land-scarcity at a scale unusually faced by nations at this stage of development. Whilst a small claim worked initially, Pavia quickly found itself spreading quickly throughout its borders, without the potential to push further either due to other states or due to geography.

Pavia is but only a year and a few months into its development, should CivMC last upwards of four years like its server predecessors or even longer, the need for land shall become untenable and that is not a situation I would want to leave to future generations of leadership.

Pavia’s government has frequently had to deny the settlement of new townships within our small claims, turn down experimental builds and industrial-scale agriculture projects due to our predicament.

I, along with the backing of the Privy Council and the Emperor have decided to take action against this growing problem by looking north.

The lands of Phoenexium remain undeveloped despite the lands under-going constant changes of management. The lands have been plagued by the establishment of repeated unsuccessful states in regards to their long-term activity and regional development which have weakened the activity of the region as a whole.

It is Pavia’s belief that activity and development beget activity and development.

The claimed lands from the most recent worldly claims post on September the 20th shall serve as the basis for the land in which Pavia will claim for itself.

Pavia desires a parcel of land in which newfriends and oldfriends alike can work on personal projects without the bureaucracy of the state. We need space where groups of pavians wishing to settle within the region can establish their own townships, farms, and pursue their own interests.

With all of the previous in mind, I hereby declare the following as the new claims for the Empire of Pavia. All new land shall be initially established as Crownland, to be held by the Emperor and managed by the Archduke and his government.
