On merging with the Commonwealth

While I can appreciate what they are doing to create a new state, I can't say that what's currently coming out of their plans fits how I would like to play. I'll save judgement until final plans have been made. But if anyone else is interested, I may be starting Lio again. I'd like to largely keep Lio the same as she was before. Again, unsure until final plans have been made with the state formerly known as Commonwealth.
Side note: Is Lio feminine? I always thought of the city as being a she, as in "She used to have a presence in the -, quadrant".
