Constitution of Impasse Explained, Part 1: The House of Commons

With the election for the House of Commons happening soon, and this being the first time our constitution will be in effect, I'm going to explain what the House of Commons does, how it is structured, and how to get into it.

If I feel like it, this might become a series of explanatory posts about how Impasse's government works, with information about citizenship, districts, trials and sentencing, the king and the royal family, ministries, laws and treaties, and war.

What does the House of Commons do?

• endorse citizens (Article 17) and revoke citizenship (Article 18)
• approve new districts (Article 14.3)
• draft bills and vote them into law (Article 13.1)
• vote before war can be declared (Article 25)
• vote on constitution reforms (Article 26)

Who does the House of Commons consist of?

The House of Commons represents the People of Impasse (Article 9). This is done through the monthly election in which each district selects their representatives. Each district can elect up to 1/5 of that district's number of citizens (Article 10.2) All those representatives together then form the House of Commons for one month, until the next election.

Who can become a representative for a district?

The representatives must be citizens for at least one week, and must not also be the King (Article 11.1).

Besides that there are no limitations. In particular, any citizen of Impasse can run in any district and represent them in the government, and representatives have no limit on their tenure, so they can be reelected every month indefinitely.
