The Ottoman Beylik had been the name of the polity of Turks ruled by the House of Osman since time immemorial. This name had for generations appropriately represented the status of the Ottoman state as a relatively small polity consisting of the dynasts of the House of Osman and their immediate subjects and vassals. However, as the Ottoman state had rapidly expanded in size, power, prestige, and wealth in recent years, acquiring territory in the two continents of Europe and Asia, subjugating the last legitimate remnants of the once-great Roman Empire in Konstantiniyye, bringing the great and useful technology of paper to the Black Sea region, intermarrying with the most exalted reigning houses of the civilized world, and founding the one true unadulterated form of Islam, it was clear that the ancient style of beylik no longer represented the true status of Ottoman state, nor the title of bey its leader.

To remedy that discrepancy, which grew in scale every year it was not addressed, Tuğrul Bey, reigning bey of the Ottoman beylik, after consultation with his fellow dynasts of the House of Osman and the leading aristocrats, prelates, lawyers, and scholars of his realm, has effective immediately through this pronouncement granted new honours and styles to the Ottoman state, its sovereign, and the dynasts of its reigning House. The new Ottoman state shall be formally referred to as the Sublime Ottoman State, or informally as the Ottoman Empire, the Ottoman Sultanate, or the Eternal State.

The reigning sovereign of the Sublime Ottoman State shall be styled

Sultan [Given Name] Hân Hazretleri, Padişah, Sovereign of the Sublime Imperial House of Osman, Commander of the Faithful and Successor to the Prophet of the Lord of the Universe, Sultan of Sultans, Khan of Khans, Shah of Shahs, Kaisar of Rûm, Grand Sultan of Anatolia and Rumelia, Khagan of the Two Lands and the Two Seas, Padishah of All Under Heaven in General and of the Cities of Bursa, Konstantiniyye, Ankara, Edirne, Zmir, and Sofya in Particular, etc., etc.

in full, or "Sultan [Given Name] Hân Hazretleri" for short, and addressed as Hünkarım, Padişah Efendim, or Sultanım. Male-line male dynasts of the House of Osman shall be styled "Sultan [Given Name] Çelebi Hazretleri" and male-line female dynasts as "Sultana [Given Name] Hatun Hazretleri", and addressed as Sultanım or Efendim. Those dynasts who are children of a reigning Padişah will have their styles prefixed with Şehzade and may additionally be addressed as Şehzadem. Children of a Sultana and illegitimate but acknowledged children of a Sultan shall be styled "Sultanzade [Given Name] Çelebi" or "Sultanzade [Given Name] Hatun" for male and female children respectively, and addressed as Efendim.

Succession to the throne of the Sublime Ottoman State shall follow the principles of Agnatic-Cognatic Seniority with Porphyrogeniture. The specific rules used by the House of Osman to determine succession, in descending order of priority, are as follows:

• Only dynasts by blood of the Sublime Imperial House of Osman can inherit.
• Male dynasts inherit before female dynasts.
• Dynasts through the male line inherit before dynasts through the female line.
• Legitimate dynasts inherit before illegitimate dynasts.
• Dynasts born to a reigning Padişah inherit before dynasts born to any other dynast.
• Older dynasts inherit before younger dynasts.

The Padişah can by decree modify these succession rules or overrule them for a specific case.
