[OOC Note: This RP takes place shortly after the reunification of the Roman Empire in Part 12's plot doc, but I was just too lazy to get it written and submitted until now.]
In light of the recent reunification of the Roman Empire, to better govern the Empire in its current state, and to reinforce the ancient institutions that have been the bedrock of the Roman state, Imperator Caesar Flavius Valerius Felix Leo Theodoros Basiliscus Marcellus Pius Invictus Augustus has decreed the following:
The old praetorian prefectures are henceforth abolished. The former offices of Praetorian Prefect of the East and Praetorian Prefect of Illyria are too abolished, and replaced with a singular Praetorian Prefect of the Empire. All dioceses and other domains of the Empire, with the exception of the Exarchates and other certain designated regions, shall report through the sole Praetorian Prefect to the Emperor.
The disbandment of the Western Roman Empire and the establishment of the Exarchate of Ravenna are both recognized by the Emperor, and the continued status of Egypt as an Exarchate is also recognized. The leaders of those Exarchates, and of any others that may be established in the future, shall enjoy increased autonomy, particularly in military matters, compared to other governors, so that they can quickly react to changing situations without direct orders from the Emperor, and so that they can more easily defend their domains against the enemies of the Empire.
The ancient consulships, traditionally elected on a yearly basis, have fallen into irrelevancy. To restore the prestige of these bedrock magistracies of the Roman state, they shall henceforth be appointed by the Emperor for life, subject to revocation only in cases of gross misconduct in office or crimes against the state. The two consuls shall alternate chairmanship of the Senate on a yearly basis, with the nonpresiding consul service as vice-chair. The Senate shall otherwise maintain its current composition of senior aristocrats and magistrates of the Empire, and its role as an advisory and consultative body to the Emperor and the Imperial Court.
Furthermore, Imperator Caesar Flavius Valerius Felix Leo Theodoros Basiliscus Marcellus Pius Invictus Augustus has decreed that the following individuals shall be appointed to the following offices, and awarded the following titles and honours:
Marcus Augustulus, former Caesar of the West and former Exarch of Ravenna, shall be appointed to the Sacred Council of the Imperial Court and to the Senate of Constantinople. Additionally, he shall be appointed to the office of Magister Officiorum, and appointed one of the two Consuls of the Senate.
Malius III Fidelis, loyal servant of the Leonid dynasty and former Praetorian Prefect of Illyria, shall be appointed to the Sacred Council of the Imperial Court and to the Senate of Constantinople. Additionally, he shall be appointed to the office of Magister Militum of Illyria and to the newly-established office of Praetorian Prefect of the Empire. He shall also be granted the exalted rank and title of Patrician, and appointed one of the two Consuls of the Senate.
Janus Pondicus, former Megas Domestikos, shall be appointed to the Sacred Council of the Imperial Court and to the Senate of Constantinople. Additionally, he shall be appointed to the office of Magister Militum of the Armies in the Emperor's Presence, the replacement of the abolished office of Megas Domestikos.
Aelius II Quadratus, former King of Alania, shall be appointed to the Sacred Council of the Imperial Court and to the Senate of Constantinople. Additionally, he shall be appointed to the offices of Exarch and Magister Militum of Egypt, with full authority to manage the civil and military affairs of the Exarchate of Egypt.
Vilimut Magnus, Exarch of Ravenna, shall be appointed to the Senate of Constantinople. His position as Exarch of Ravenna shall be confirmed, and he will maintain full authority to manage the civil and military affairs of the Exarchate of Ravenna. Additionally, he shall be appointed to the office of Magister Militum of Italy.
Caesar Flavius Valerius Zeno Basiliscus Marcellus, my eldest son, shall be appointed to the Sacred Council of the Imperial Court and to the Senate of Constantinople. Additionally, he shall be appointed to the offices of Proconsul and Imperial Vicar of the Diocese of Sardinia and Corsica. He shall also be appointed Dux, or Doge, of Nova Tyrus, with full authority to manage the civil and military affairs of the Free City of Nova Tyrus.
Despótēs Caesar Flavius Valerius Leo Basiliscus Marcellus Porphyrogenitus, my son and Imperial heir, shall be appointed to the Sacred Council of the Imperial Court and to the Senate of Constantinople. Additionally, he shall be appointed to the offices of Magister Militum of Thrace, Urban Prefect of Constantinople, and Quaestor of the Sacred Palace.
