The One Rome Policy^TM

The Western Emperor, Flavius Julius Valerius Majorianus, has disgraced himself and his rule by getting captured by dirty Vandal scum. This is not just one isolated incident of shame for the Empire, however – the leadership of the Western half of the Roman Empire has been notoriously incompetent for generations, and the half of our Empire entrusted to their governance has been overrun with filthy barbarians during their misrule.

It is with a heavy heart that I must declare that the Western Empire is simply outdated as an institution, and is henceforth abolished. All of the Roman Empire will now be governed by one Emperor, seated in Constantinople–New Rome, and all loyal Roman subjects, citizens, soldiers, and magistrates are hereby commanded to cease any obedience to the false "Emperor" in the West, and to from now on follow the rule of the One True Emperor^TM in Constantinople.

To ensure a smooth and stable transition of power in the West, my loyal servant, Marcus Decimus, is hereby appointed to the magistracies of Praefectus Praetorio Italiae et Africae and Magister Militum per Africam, and will oversee the Western provinces and the campaigns of the Fourth Punic War. All other existing magistrates, generals, prelates, and other officials of the Western Roman state will be allowed to retain their current positions, provided they remain loyal to their One True Emperor^TM and the One Roman Empire^TM . Any who instead choose to commit treason are each hereby declared deposed from their offices, stripped of all lands and titles, excommunicated, fined 50,000,000 solidi (payable by their heir or next-of-kin), and sentenced to death.
