The Imperial Japanese Navy and Imperial Japanese Army had recently recently been mobilized to full fighting strength due to unprovoked hostile actions by the Theocratic Republic of Tibet, but diplomats from the Heavenly Empire of Japan managed to negotiate a peace treaty with Tibet before the newly marshalled Imperial Expeditionary Force could even make it off of Honshu. As it would be silly to just waste s fully mobilized fighting force, the Grand Council of State and the Shogunate of the Heavenly Empire of Japan, in the name of His Imperial Majesty Tennō Hajimari II the Pious, Emperor and Heavenly Sovereign of Japan and all else under Heaven, Suzerain over the Vassal Kingdom of Ryukyu, and over the Tributary Kingdoms of Korea and the Philippines, Daigensui-Rikugun-Taishō of the Imperial Japanese Army, Daigensui-Kaigun-Taishō of the Imperial Japanese Navy, have instead dispatched the Imperial Expeditionary Force on a humanitarian operation to reduce maritime terrorism in the South China Sea, and to permanently occupy the coastal settlements that these maritime terrorists are using as their bases of operation, to prevent them from being used for such nefarious purposes ever again.
