Attention all loyal subjects of the Heavenly Empire of Japan, by order of His Imperial Majesty the Emperor, his Grand Council of State, and the Sei-i Taishōgun:

A vile and treacherous mountain cult of infidels from the far West, who call themselves the 'Theocratic Republic of Tibet', have foolishly and unjustly declared war on our honourable and glorious nation, despite the complete lack of any legitimate reason for such a senseless hostile action, nor any reasonable hope of achieving anything other than their complete and utter annihilation by the unlimited might of the Imperial Japanese Army and Imperial Japanese Navy.

To ensure a decisive and orderly end to this conflict, a general state of emergency is hereby declared to be in effect across the entirety of the Heavenly Empire of Japan, and throughout the lands of its loyal vassals. All freemen of the Empire are hereby called up to report for duty at their nearest Imperial Garrison, all Daimyō are hereby obligated to raise their levies for Imperial service, and all enlisted men and officers in the Imperial Japanese Army and Imperial Japanese Navy are hereby recalled from leave and required to report to their chain-of-command.

All true and honourable allies of the Heavenly Empire of Japan, namely the Empire of Manchuria and the Khaganate and Caliphate of Kazakhstan and all the Steppe Peoples, and all loyal Imperial subject states, namely the Tributary Kingdom of Korea and the Vassal Kingdom of Ryukyu, are hereby notified of this war, and are requested to fulfill their legal obligations to assist the Heavenly Empire of Japan in times of war and strife.
