As nations begin to become more and more unstable, we figured it was high time we measured the amount of instability that nations bring, so as better to know who to watch and who to invest in. Therefore, we decided that in order to measure it, we would base the measuring system off our dear friend /u/ProletariatCossack.

The system is simple: The Cossack is a unit of Instability, or Administrative Flux. One Cossack is one unit of instability, which is equal to one person acting against the government of wherever they are. For example, Poland registered 8 Cossacks during the height of the Cossack War Period, as there were at least 8 people plotting to destroy Poland from within. This is the current record.

Cossacks are a metric unit of measure, therefore can be broken down into smaller units. Namely, millicossacks. This is mostly done when information is accidentally dropped, or minor spying occurs.

Negative Cossacks are accumulated when a nation has many counter-terrorism techniques and when it has been stable for a very long time. Case in point: The Constantinople Wetworks currently has a reading of -4 Cossacks.

It is hypothesized that 1.21 GigaCossacks would result in the world travelling back to the big bang, and exploding into war. One would need an Administrative Flux Capacitor in order to sustain this.
