The town of Ancora, led by lightning and a council of citizens, has approached Volterra with concerns over their national status. Aeon claims to own Ancora, but lightning and the others believe this is unjust and would rather be free from them. They claim to have not gotten anything from Aeon (Aeon had promised to send aid) and indeed are de facto independent already, but they would just like for this to be recognized officially.

Basically, the Ancora claim in green would be given to an independent Ancora, merged with the Trinith claims, and led by lightning and a council of citizens. At the same time, part of the Trinith claims would be given to Aeon as a concession. The exact nature of the claims are negotiable.

The intent of this proposal is to restore self-determination to the people of Ancora who have been working hard to repair Ancora from its ruined state.

There is a bunch of history (over a year’s worth), evidence of claims on both sides, slanderous attacks, and outright lies that complicate the matter. It’s important to not get too bogged down in this, and rather approach the situation practically as it stands right now.

The proposal has been declined outright by Aeon, leading to the current problem:

• Ancora really wants actual independence from Aeon and is willing to offer concessions / negotiate.

• Aeon doesn’t want to grant them independence regardless of the terms and doesn't want to negotiate.

• Ancora says they will out-right declare their independence if Aeon continues to refuse to meet a diplomatic solution.

The United Volterran Empire would like to bring this issue before the Great Northern Alliance for discussion on how to proceed. We are friends with some of the people in Ancora and would like to see this crisis come to a close peacefully. Our priorities should be to prevent violence in the region, ensure nobody gets pearled, and respect the rights of the people living on the land.

Perhaps the alliance as a whole can then make a proposition to Aeon.
