So after experimenting with the builder/PvPnoob kit dubbed "carebear" it seemed to garner support from the non-pvp community without really affecting the serious PvP meta.
How does it work:
Well the gold armor that makes the set was artificially buffed to give high armor ratings, the durability was kept the same but armor toughness was increased. This means the armor lasts a little longer against massive blows, but still has the low durability of gold.
To counter the increase in defence, the armor itself gives you a massive debuff to melee attacks per piece which limits the Carebear to bows or potions. This limitation stopped serious PvPers from giving it a second look.
There were some issues identified, chiefly the need to prevent armor swapping to this suit once your pots are used up, though this should be achievable with item-specific combat tag prevention of equipping.
All in all, the suit COULD be added to give newfriends an armor option that will let them survive to run away, and the enchantability of gold will make getting P4 U3 easier for players who don't grind for enchanted Dia.
Possibly a win/win
