Why send an envoy?
I've seen two objections to the idea of this UN. First, some have said this UN is going to fail so it is pointless to be involved. Well, you're probably right, but what if it does become something? We shouldn't miss a chance to influence it. Sending a representative expands our influence, and costs us nothing.
The other objection is that joining a UN will take power away from the Aytos government. This depends on what the UN ends up being, though. For all we know it might end up as a useful international forum where nations voluntarily sign agreements like the "world convention on permapearling" or who knows what else. Voluntarily taking part in and even proposing massive international agreements increases our power and prestige, it doesn't reduce it. So we should seek out the opportunity to form the UN into something that does things like this.
Of course a Civcraft UN could also end up as some totalitarian disaster for all we know. Rest assured though that the Foreign Ministry can't legally commit Aytos to any foreign treaty without a ratifying vote of Parliament. Tell your political party or parliament member what you do or don't want to see in a UN, and all will be well.
