Yes, I know that this is an issue which is off everyone's radar right now, since our courts hardly ever get used. But just the other day, (edit:) one of our first criminal trials took place, and it set a few precedents that I think we as a nation should be concerned about.

I am referring to the case the_cats_meoww vs the People of Aytos. Two disturbing legal precedents were set by this case. First, that victims of pearling are not entitled to receive monetary reparations for time spent imprisoned. And second, that a court can order arbitrary punitive fines paid to the government (in this case, a 19 diamond fine).

Both these things seem to be against the constitution. Our constitution names "liberty" as a natural human right guaranteed to all persons within Aytos, and it obligates the government to protect that right. So if a person loses their liberty for some amount of time due to an illegal pearling, but gets no reparations, the government is not doing its job. Another guaranteed constitutional right is the right to "property". If the government can issue monetary fines to players, arbitrarily, it is assaulting that right, not protecting it.

The reason things are this way is that parliament hasn't made any criminal laws or court guidelines. It's been left to the bureaucracy to make it up as they go. So now that we see that there are going to be problems here, this should be a very high priority. If this republic fails at its primary job of guarding our rights, it might as well not even exist.

Fortunately, I have a legal framework half-written. I'd like to introduce this for discussion within parliament, build a consensus, and get it passed into law this session. This code will guarantee reparations to victims for all losses sustained to (edit:) illegal violence, and it will also establish reasonable fines and fees to pay for the costs of arrest, trial, imprisonment and release of non-criminally insane offenders.

I believe we can have a legal system that discourages crime, awards full and fair reps to victims, and that pays for itself. I hope you the voters will support this plan.
