First of all, for my final (and only) official act as City Planning Minister, I would like to set some temporary rules governing the market plots in the center of town.

Aytos's current land use regulations say that these 7x7 market plots must be sold at auction in the same manner as the other downtown plots. However they say nothing about what the government can or can't do between now and when they are auctioned. So, I am permitting Aytos residents to claim one plot each as a shop space, beginning immediately and lasting until a future city planner says otherwise. The city, however, will remain the owner of all these plots.

This allows business to get started without having to wait for many auctions to take place, but it does not prevent the city from auctioning permanent ownership of the plots in the meantime.

Also, I hereby resign as City Planning Minister, with the understanding that Karst1 will be appointed in my place.

EDIT: It turns out that mrfish will be city planner, at least until karst is able to play again in 2 weeks.
