The promises of having a Manhattan, the promises of having a big city - they never happened. Our city looks half empty, while it has the potential to flourish. We have a lot of newfriends, who are poor, and can't participate in an auction against some highly rich guys. In my honest opinion, there is two ways to solve it:

1) Temporarily remove auctions and create fixed prizes

2) Choose a district/area of the town, were there will be temporarily plots with fixed prizes.

I prefer the second part. First, it would mean that the newfriends wouldn't need to build on the immigrant isle, but could build huge and nice/ impressive houses in some part of the town. Second, it would atleast one district not appear so empty, as there will be active people in that part of the town. I would say we choose West Aytos for it, because it already has experience as the "Clone District".
