The lease contract on the northern forest biome island has now expired. This island is connected to our mainland by rail, and a tree farm facility has been constructed there. Due to being forest biome, it produces more logs than we could ever hope to use or export, even though it only takes up about 1/10 of the island's area.

The initial plan was to begin leasing the island to the highest bidder for exclusive logging rights. However I am now considering simply designating it as a public tree farm, and reallocating the existing inefficient public tree farms to a better use such as new private plots.

Please contribute your opinions on which plan you think is best, and give your reasons why.

EDIT: From the controversy this suggestion has created, it is clear that I should have done a better job explaining my reasons and thought process:

1. The north island is large enough and productive enough it can fit ten or more Sanwi-sized logging industries. (We didn't know this at the time we decided to lease the entire island at once.)

2. We have another forest biome island to the east that could also support many logging industries.

3. If I combined both of these large islands into one lease, just to protect Sanwi's log monopoly, it wouldn't be fair to anyone else in Aytos.

4. If I split the forest biomes into 15-20 more appropriately sized leases, the lease price would be competed down to nothing, essentially giving everyone leases for free (including Sanwi).

5. There is no effective difference between a public farm, and 15-20 lease agreements that pay the city nothing. Unless you count the amount of paperwork everyone has to do.

On the basis of these facts it seemed to me that nobody, including Sanwi, would have any objections. He gets to do the same logging as before, but now it's free forever. Or if he wanted to keep his corner of the island private, it makes no difference to me, I'll take his .1D a month and make the rest of it public access, it's the same exact thing. Or if he wanted to say "no I get the entire north island on my lease whether I use it or not", then I would make the east island an official public farm, take his .1D a month, and while that would be slightly dickish of him it would still be basically the same result.
