So are boroughs now towns?
edit: I also noticed there is the city of Concord, there are towns like Gaston and QP and then La Paz is standalone which I assume is a borough. And sometimes the CW is referred to as a city and a nation.
I believe we have grown out of being a city state and the capital needs a name as someone mentioned before and former boroughs around Ironside should stay as the capital's borough thus that will be the capital city. For places that are a bit further flung or bigger we should class them into counties or cities and cities can have their own boroughs. For example we can look into clumping old boroughs together to form a greater city or county. ie QP and Gaston together to be in a county with 2 cities? I dunno. What does yous thinks?
My suggestion is Kingdom/Nation - County - City - Boroughs
