I have a proposal concerning bread for you all. I suggest that you seize all illegal bread and sell it to simple merchants such as myself. We take the bread off of your hands, and give you things such as crops, wood, and other various goods. It is a win-win situation. Ways to transport the bread will be worked out PRIVATELY, to prevent stealing.

I hope the council will consider this profitable offer, in hopes of making money and stopping the bread revolution.
