Goals of Districts

• Reduce amount of pressure on state to develop city

• Generate funds for state (and reduce costs)

• Support private industry

• Allow for design expression from different citizens

• Encourage groups to move to Aquila

Power of Districts

• District design

• Building code

• Plot sales (should some money go back to state in sales or should Districts keep all funds?)

• Own inner organization structure

• Own law code?????

Acquirement and Maintenance of District

• District must be proposed to Executive Council and receive a 2/3 vote of approval

• A District can be very cheap or FREE if "Newfriend Housing" is provided.

• A District can be private (not provide housing) if a larger sum is paid for the rights

• EVERY District must include a public work of some kind. Examples: Monument/Statue, Factories, Bunker, Vault, Farm

• When District is created, it is given to a District Leader. At each EC election (end of each month) the District must report their Leader. If a District leader goes missing and Leadership is not explicit, an EC can lead an investigation and present a case to a Judge who will determine who the rightful Leader is. If one cannot be determined, the District falls under the power of the EC until a new Leader is appointed.
