As a precursor I want to say that this is a discussion not a bill or referendum so no voting will take place. This is just for discussion and proposing new ideas in regard to the citizenship process.

1. Make Newfriends stay in Apartments prior to obtaining their free plot

The citizenship process is good but flawed. We allow any new resident to obtain a free plot without any restrictions. This can be extremely daunting for new players and I have heard multiple complaints about the process, most recently from Nucleria. I suggest that we make new residents stay in free apartments for a week prior to obtaining their free plot. This will allow us to determine if the player will stick around or not. This is beneficial for both determining if they deserve citizenship and will reduce the number of ugly buildings and sprawl in the city. If we force them to stay in an apartment they will gather more resources which then leads to better buildings when they do get their free plot. If they leave its no problem because they never built a structure. It keeps more plots open and reduces the number of ugly cobble huts.

Obviously, this would require more apartments to accommodate these rules.

Right now the only free apartments we have right now is this structure built by Space_Fountain. It has four rooms available and is protected with four separate reinforcement groups for each room. I along with a few others have access to these groups. We hand out access to newfriends then take it away when they leave or get a plot. This process should work for the other planned apartment buildings.

Right now I am converting this old towerby the bay into more apartments. I've already completed most of the work and created groups for each room. It also has four rooms, one on each floor.

This large plot in the north district will also be used to build apartments. /u/nimajneb is planning to make the apartments.

With all these apartments, i believe that we would have the infrastructure to support these new laws if they are passed. It also doesn't matter if they don't pass because we needed more apartments and hotels anyway.

2. Make it law that newfreinds have to stay in Aurora for Ten Days prior to requesting citizenship

This is more of a formality as we basically already do this. However, it is necessary that we make it a law. It can be confusing for newfreinds who just joined the server. They often request citizenship right away and are confused when they are turned down. Telling them this law will help them understand the process better. We need to evaluate a new resident prior to granting them citizenship, and we need to make it as simple as possible. This can also correspond to my other proposal because we can evaluate a player for contributions and activeness while they live in the apartments. They both complement each other. Overall, I'm just making unspoken law, a real one to better define the process. I propose we make the time period 10 days.

Possible proposed legislation

I'm going to make a draft of the possible referendums to the charter below.

Proposal 1

I propose we change Article IX Section C, from

C) All individuals are entitled to one free plot of any available size inside of the Auroran Republic.

to

C) All individuals are available to one free plot of any available size inside the Auroran Republic only after they reside in a free apartment provided by the government for at least a week.

i. Applies to all new residents who have never resided in the city before.

ii. Can be waived for citizens who have regained citizenship after previously losing it or if they move back to Aurora. The Chancellor and Kaisar must approve

Proposal 2

I propose we change Article VII Section 2, from

B) In order to qualify for citizenship, an individual:

i) Should not have legitimate outstanding bounties by any individual or entity in Civcraft

ii) Should actively live in the Auroran Republic

iii) Should be a productive member of Auroran Republic

iv) This list is non-exhaustive. Citizens should consider other qualities which make a candidate a good fit for citizenship and membership of the General Assembly.

v) This list is non-exhaustive. Citizens should consider other qualities which make a candidate a good fit for citizenship and membership of the General Assembly.

Conclusion

Once again this is not going up for a vote yet. It is just a discussion. Please post all thoughts, suggestions, and criticisms below. If we want to move forward with these reforms then I will create legislation to be put up for a vote in referendums.
