Based on this post, I proposed the following bill to the council for a vote:
Census
The current Aeon citizens list has more than 100 people, and a great deal of those citizens aren't active. To streamline the election process and to reduce the amount of validation and crosschecking needed during elections, we need a way to remove long-inactive players from the citizenship list.
I propose that we hold one census per election term on the Aeon subreddit. This would require direct verification from the citizen in the form of a reddit comment within two weeks. In addition to this subreddit requirement, an in-game area will be created for check-ins via the placement of reinforced signs. Both of these actions will be required once per election term to maintain citizenship.
The current election system is ripe for vote manipulation through inactive citizens, and I think this helps to address this issue.
Citizenship Application
As stated here and here , the citizenship process is one of the essential ways that we insulate ourselves from vote manipulation. However, there seems to be a recent trend in new people viewing citizenship as something that they are immediately entitled to, regardless of their activity levels or time in the city.
To regulate this process a bit more, I propose that we require the following in new citizens:
Mandatory three week waiting period: I think this is long enough to prevent sudden, unaddressable surges in voters near election times, but it is also a short enough time period to not deter new people.
At the time that citizenship is granted, the person must own a plot in or near the city and be actively involved in its development in the three week waiting period. Since plots are free, this should not be any sort of deterrent.
To comply with this bill, we must continue to refuse citizenship to any person that holds a formal or informal position in a foreign government. If a current citizen accepts a position in a foreign government or is found to be an alt of someone in a foreign government, their citizenship will be revoked to comply with the intention of this policy.
This measure passed a council vote, so these policies are officially in effect. More specific details on the location of the in-game check in point will be posted when we hold the first census. If you have any questions, concerns, or suggestions, feel free to post them here.
I also want to make it clear that being denied citizenship does not mean that you aren't welcome in the city. Non-citizens may own property, use factories, etc. This is simply a way of being sure that only committed Aeonites have a direct say in elections and other votes.
