Overlapping items - bug

Right around one of the pre-fab intersections, I can't place anything. In the pictures are examples: roads and trees can't be placed because the game says "overlapping items".
There is nothing there. No underground items and no above ground items. No power lines, pipes etc.
So is this a bug or something else?
