No one living in low density homes any more

What is seen here are all low density homes and mostly level 5.
I just noticed there are barely any people living in these homes. My city is rich, has excellent industry and (public) transport. Good entertainment, education etc.
So why are these homes empty? Which statistic do I have to look at to find out why people have moved out or not moved in anymore? What should I do?
