I did not find anything related to this in the known issues or patch notes, so I wanted to ask if I overread something or if your experiences differ.
I have a small town of slightly less than 9.000 people. Within my down are two police stations with perfect coverage as well as a prison I had to build.
Currently there are 312 people arrested with a total jail capacity of 35. The game also states that only 14 so those arrested people are actually in jail.
The average crime probability is 1%, yet I have 5.170 criminals. The number of crimes per month is 546 with a crime success rate of 45-55%.
My prisons has a capacity of 500 people, but is only filled about half.
I run a modest mod list, but nothing that would affect calculations or AI as far as I can tell.
Needless to say, I don't feel like these numbers add up, but it's slowly destroying my city. The city was started on the most recent patch and the values above stabilised as such after about a year of in game time.
Under police services in the game wiki this is stated:
Crime probability also affects citizen Well-being which in turn affects their chance of becoming criminals. Other factors such as lack of electricity, insufficient water and sewage service, pollution, garbage, and lack of leisure affect citizen Well-being as well.
My people are more than happy, except for high crime.
Did I miss something in the patch notes, is the mechanic broken or am I missing a vital piece?
