Hit 190k pop and game just can't take it

I dropped my resolution from 1440p to 1080p, lowered graphics from Med/High to Low/Med, and game is still struggling. I was planning a 500k city and I just don't think I'll make it😔
Hardware isn't old either, Ryzen 5 2600 and RX 6700XT.
