VPN on linux and cisco routers

Hello, I'm a trainee at an ISp and I have to set up an out of band management solution. My boss want to put a management router on each Point Of Presence. This router is a cisco 1921 with a cellular module.

But with the cellular network, there is no public IP and we can't ssh on this router by the internet.

So I'm trying to connect all routers on a VPN in order to provide them a joinable IP.

This is the simplified infrastructure map :

But I don't know any VPN solution compatible on linux and Cisco's ios The VPN server have to run on the debian server. I looked on DMVPN and openhrp but I didn't succeed to run the dmvpn hub on Debian.

Do you have any ideas of what I have to implement ?
