Is the Templar's Pain of the Condemned strictly worse than Intense Convictions?

Hi,

I'm probably getting something wrong there, but, from what I understand, Condemnation deals 70% of the remaining Burning Conviction damage, right?

Let's say that the unbuffed Burning Conviction damage is X, and there are no other buffs besides the one in question.

So, with Intense Convictions, you get:

BC damage = 2X

Condemnation damage = 2X * 0.7 = 1.4X

With Pain of the Condemned, you get:

BC damage = X

Condemnation damage = X * 0.7 * 2 = 1.4X

Which means that both masteries give the same Condemnation damage, but Intense Convictions also buffs BC, while Pain of the Condemned doesn't?

Edit: Completely unrelated, but, is Molten Fragmentations supposed to not hit enemies that are right on top of you? (e.g., most melee enemies when you get swarmed).
