Is the revamped killing spree XP supposed to be meaningless in low levels?

Just got back into the game, noticed in the patch notes that the thingy got reworked, but now it gives basically nothing.
For reference, at lv11 I need 1498 XP to level up, and killing anything gives me much more than 27 XP. Heck, 27 XP for 64 kills means that if the calculation was linear, each kill would add 0.42 XP.
