Newbie question about damage types and associated effects

Today I created my first character, a warlock, and decided to use frost skills as the main part of my build. When I learned frost spear and started using it against enemies, I discovered that it has a chance to slow them down, even before I learned any passives that might add this effect. Now I'm really confused about this behavior, since (to the best of my knowledge) it's not described anywhere on the skill info card, in the skill tree or in the help section. Is this slow chance an intrinsic property of any frost damage? If so, do other damage types also have intrinsic properties, and where can I read about them?
