AVR volume control needs continuous clicking to sork

I setup my chromecast remote volume rocker to change the volume of the AVR via infrared. However, the button will only move the volume up 1 click, and holding it doesn't do anything. So I ended having to smash the volume button 20 times in order to increase it a significant amount. Is this a chromecast remote issue or my avr issue? It worked fine with apple tv remote via infrared before.
