Help: I have to keep disconnecting my modem for chromecast to work

My chromecast cannot be found on any of the devices I use. I've performed a factory reset multiple times, set up the device a few times but the only thing that works is when I disconnect my ISP's router for a few seconds and re set up my device. It only works that one time and then the device cannot be found again. I have to keep repeating this. I don't have a receipt when I bought it, or else I'd just exchange it. But it's still under one year and it's the 2nd Gen chromecast. Any help or insight would be appreciated.
