If God is perfect and cannot make mistakes, then why did he regret to have made humanity in Genesis 6:6?

Psalm 18:30 says God is perfect. But perfect beings do not make mistakes. 2 Samuel 22:33 “he makes my way perfect” how could this be if God regretted even making humanity?
