Why wasn’t my mobile pickup order on the shelf when it said it would?

Title is self explanatory. I paid for my order to be on the shelf at the time that I paid for it to be on the shelf. On top of that, there was only 1 pebble of chicken when I ordered double. Do you need training on how to properly read an order that your boss gave to you?
