Hoping for some employee input, even better if someone’s worked at both.
Whenever I go to Panda Express my portions are consistent and generous. From my perspective the way things are served is pretty much the same, scooping what the customer asks for and putting it in the container.
Obviously Chipotle has things like sauces and toppings that make it a little different than a restaurant like Panda, but the main things people complain about getting skimped on are like rice, meat, etc. What has Panda figured out that Chipotle can’t?

Panera is overpriced shit nowadays. It's basically impossible to eat there for less than $15-20/person, and for that kind of spend, I'll go to an actual restaurant that serves real food.
Loved it ten years ago. Wouldn't go back now.
