Can stores really not lower their music now?

So my local store has literal cabinet speakers that are turned up to a completely unreasonable volume, to the point where my ears hurt if I try to eat there. I can't even imagine how it feels for the employees to be subjected to that for an entire shift. Just heavy nonstop bass, totally unnecessary. I spoke to the GM about if they could please lower it a bit, or at least turn down the bass, and I was very rudely told that they aren't allowed to lower it and that I can leave if it bothers me. Is this policy for real or was the GM just being mean about it?

(I'll note that this wasn't ever an issue in the past, employees were always willing to accomodate, regardless of which store I went to if things were too loud)
