Power supply reads 9mA at full power

I have a 50w blue and gray laser with a Ruida controller (I think an RDC6442g). The controller maxes out at 50% power, but at that maximum setting my meter reads 9mA. I have one of the blue ZWE myjg power supplies. I read that there is a pot that I can adjust to get the mA up to 28mA when the controller is set to 50% power, but I can't see anything on there. I was trying to engrave some masonite at 50% power with the speed at 30mm and I was barely making a scratch in it. Could there be another issue?
