Q's about Visa to HK from Mainland (Hope it's ok to ask here)

Hello,
I have a friend that would like to visit HK from mainland.
For those who have friends, family or who have done it themselves - how long did it take for your visa to be processed?
The website says 4 weeks. Did it really take this long ?
Also - can we book the hotel in my name (currently in HK) ? Or must it be in the visitors name?
