Changsha or Huangzhou to live?

I have offers from web international in Changsha and yucai experimental school Hangzhou.

The foreign teachers at the school in Changsha have been there for years and many people say the training is good. It is a laid back environment and the lesson plan is made for me. The classes are small and there are no office hours or clocking in.

The school in Huangzhou gives me free housing. I will be in a class with 45 2nd graders. I won't be given a lesson plan. The person I talked to said no foreign teacher has taught there more than 1 year. Is this a bad sign?

So, I'm conflicted... which school should I pick?
