Question about commissioner instead of judge

This is in the state of Arizona. My daughter is 25. I have grandchildren. I decided to pick up the original order of child support from county clerk. I'm reading it over, this is when my question arises. Judge is crossed out, not commissioner under the signature line. Can a commissioner make a ruling without both parties being informed of his position and that position being agreed upon by both parties? And how does the "ex parte" actually work. I had no idea about any of this happening. It wasn't mailed to me. She dropped it off in a manilla envelope. I never thought of challenging anything before. But this 35grand hanging over my head ....... Something didn't sit right.
