Key fob programming?

02 z71 avalanche. Has anyone else issues with getting into programming mode? Easy, it should be. Hold lock, ign on-off..etc..... mine never sounds the horn and locks to signal it's in programming mode.. tried about 600 times (well maybe 25) no luck.
