Rusted Floor Pan

Stop me if you've heard this one: my floor pan is rusted! I was cleaning up my new (to me) 98 4dr, taking care of a bit of surface rust underneath. All was going well until I found a spot underneath the driver's foot pan that I could poke through and push the carpet up. I had a few minutes last night and gave it a quick hit with the wire wheel: http://i.imgur.com/H1SLPXn.jpg

It's hard to see, but after hitting the rust, that one small hole became larger, and got some more friends (circled in red): http://i.imgur.com/nzNmbmq.jpg

I've got a stripper wheel (one of these: http://i.imgur.com/0LGowLI.jpg) and it works better than the wire wheel, but makes way more noise, heh.

Anyone repaired this before? I've seen people use fiberglass, rivet steel sheet metal in place, or weld steel in place. I'm no welder, don't know anyone who is, so professional would be the only way to weld one in, and I'm on a budget here. Not afraid to cut and rivet back in myself, just never done it.

Whichever route I repair, I'm going to get everything down to the metal, hit it with por15, paint with something anti-rust, and then bedline it, and carpet may or may not go back in (though, some above the trans tunnel and passenger foot well may be required due to heat).

Any suggestions?
