Why isn’t “no trucks left lane”, enforced going through the ridge cut?

Maddening seeing big heavy trucks, lugging up the hill during the day. I get some may move a bit faster, but they are still chugging along at 35-40, versus others at 20 in the far right. Either way, they are Professional drivers, and are held to a different standard.
