CustomGPT with GPT4 Turbo

Hi. I want to create a custom GPT using the same kind of interface that ChatGPT provides for GPTs but I want it to be using Gpt4 Turbo because I need its knowledgebase to have 10k - 14K tokens. I have an OpenAI API key. Is there somewhere I can use my key to access an interface that would allow me to create a custom GPT with 4 turbo? Or is there somewhere I can find someone to hire who could make one for me? Thanks.
